My friend's dog does this to me when she's wearing her service vest, which is when you're not supposed to pet them...

No, not when she's working. But when she's not wearing her vest, I give her plenty of attention.

why there is this rule? because dogs would get distracted by it?

You're not supposed to pet service dogs when they have their vest on. Not only is it bad manners, but it puts the owner at risk. It's like distracting a lifeguard or an EMT from their job. It's irresponsible and dangerous. This article shows why.

Luckily, all she got was a carpet burn. It could have been much worse if she was walking down a busy street or if she'd hit her head on something.
My dog does this too. She'll walk up to the bed or couch and rest her snout on the edge then just stare at me with her ears pushed as far back as she can. After about 1 min of no pets she'll start softly whining and sighing to get my attention. After about 2 more minutes of no pets she gets all antsy and she'll inch closer and heavily breathe on me and whine some more. After about 4 or 5 minutes she starts shaking and "talking" to me
