but if he's vibrating so a bullet passes through him all the time during battle, that means his fists also pass through anything he tries to hit

But how's that going to save him if the bullet's going to hit him square in the chest? How far is he vibrating?

I believe it's some particle thing where they don't collide if the one is vibrating enough. Shaking yourself at Flash's speed would do that, I think.
