It's probably referencing to his age (a lot of men of a certain age genuinely don't understand how periods and women's bodies work due to a lack of sexual education).

Also Mitt Romney wasn't known for being the most knowledgeable about women, periods, and sex in general. Granted, he's a virgin by choice (not his choice) so that could contribute.

The mainstream media presented some things he said out of context, so the quotes appeared more ignorant than they really were. But we all like the 20 second explanation of everything, and that it's sort of like a meme makes it even better.
