Not only is it fraud but if he mailed the registration in after forging her signature it is fraud using the United States Post Office so that simply adds another felony charge on to it.

That's a risky move there and considering they figured out he did it, he is probably paying a high price for this "revenge."

I want to know the reason as to why he would do this. Did she cheat? Screw him over financially? What did she do?

It doesn't really matter. I've never understood this mentality of "petty" revenge. If she cheated, you are better off without her. If she screwed you iver financially, try taking her to court. As it stands this guy will not only have to pay the parking fine but can now be looking at fraud charges, which could come with jail time. Seriously doubt it was worth it.
