Exactly. Phrases like "BASED on a true story" or "INSPIRED by real events" just means the creators took inspiration from something. It in NO WAY means what they make is actually accurate.
here's the thing "inspired by true events" can mean anything, a write, once saw a box of cereal fall off the shelf, now he swears it was too far back to just tip over (most likely), but said it "could have been" ghosts, hence he wrote the screenplay for "The Fourth Kind", which is "inspired by true events".
