911 would be a rare exception, and it would depend on the range of the jammer as to whether it would reach pedestrians.

Mobile phone jammers have a (theoretical) range of maximal 30 meters, which would be in a flat field. Just sitting inside a car when using it will reduce that to less than 5 meters even for the strongest devices. Which wouldn't make him an actual threat to anyone.

They actually found him because they managed to track a mobile deadzone going down the highway.
