Project Habakkuk was a British plan during WW2 to mix ice and wood fibers to create air craft carriers. They weren't the only ones with similar ideas, with several other governments having at one time or another considered using glaciers or other ice based carriers. Initially it would seem that such carriers would be cheap, disposable, and made of non strategic materials making them an asset. The fact they could possibly be quickly built in the field or on the move would be a huge advantage. However in practice when Habakkuk was approved for testing they discovered that advances in long range bombers and air field access mitigated a large benefit of the project, and the initial investment of strategic materials like steel was thought better used elsewhere. Further royal Canadian engineers estimated the cost of the first vessel to be higher than a fleet of regular carriers. Other projects have faced similar issues as well as logistical concerns and how to modify equipment in service.
