He was allegedly stealing a coat and then allegedly assaulted the officer who went to detain him. They put him in jail on $25,000 bail, but they couldn’t get an indictment so he was scheduled to be released. While in jail though they found two minor outstanding charges for tampering with a subway machine in 2014. The judge set the bail at $1 pet charge since they were minor, hence $2 bail. As a minor charge he still needed to go to court, so they scheduled a hearing and he sat in jail waiting for the court date allegedly unaware that bail on those two offenses was only $2.
