There have literally been highly successful female leaders/rulers, both of countries and other circumstances, and they have engaged in war. Similarly, most male leaders have, in all likelihood, had highly important decisions influenced by women in their lives. No one rules alone. Pretending war is a result of which gender is ruling is pretty much as ridiculous as pretending one gender is entirely incapable of leading. Oversimplifying the life, universe, and everything. Both arguments are invalid, and I feel like this post is taking away from far more relevant things like doggo's rolling down stairs.
