They are not blue "underneath". Eye colour depends on the amount of melanin. See wikipedia.
I guess they destroy some of your melanin surgically to change from brown to blue. I don't see any reason for doing this.
You are wrong. I was born with Dark Brown eyes and now have a form central heterochromia where my eyes are blue with the inner most part of my iris being gold.

Wait. So the thing about blue eyes being a genetic mutation thing? Is that mutation, like, that the brown didn't show up so we got blue eyes? Is that how it works?
