Brown shows on top of the blue because its the dominant gene where blue is recessive. You have both genes, its just the brown one shows.

That eye isn't surgically changed though, they just have heterochromia like me.

They are not blue "underneath". Eye colour depends on the amount of melanin. See wikipedia.
I guess they destroy some of your melanin surgically to change from brown to blue. I don't see any reason for doing this.
