He's asking when is the kid old enough for parent teacher confrences not to suck so hard that he and his wife need to be drunk just to deal with it. He and his wife are "hurricaning tall boys" meaning chugging bottles of alcohol in the school parking lot before they have to talk to the teachers

I thought it was more about them being borderline alcoholics who need to drink before any kind of activity.
