It's eating a lot of energy + converting a lot of the energy into heat. It's just drain the battery a lot quicker and maybe even destroy the led.

Depends on what the photoelectric cells are designed for. Some have a band gap that can only by jumped by ultraviolet+ radiation and some can work with visible light.
