Umm no one really. When they used to make bread in stone ovens they would cut the bottom off before serving it. This is where we get the phrase "upper crust". What was left was generally given to the servants or beggar or just tossed in the middens depending on how edible it was. Toast is just a really thick crust like that bottom bit. So really some person, probably poor, would eat that bit and came to like it and presto now we have toast.
