Because it's more secure than email, and faster than hand delivery (in most cases).
Don't get me wrong, I hate facsimile for it's lack of ease, but if you need to send something secure, in a way that can't potentially be hacked (medical info, documentation with PII/identification cards, sealed/private contracts) then faxing it is one of the best ways to do it.
It's amazing how a technology that outdate telephones survived the digital revolution.

My choice of internet provider was decided solely based on how many things one of them needed me to fax to them.
One company wanted me to fax copies of like a bill I've paid and a check stub while the other was happy to just take my credit card info and install my stuff the next day.
Sorry CenturyLink but I don't have access to a fax machine.
