so the giant neck full of veins no armor and the legs at about swinging high for a bat or 2x4 no armor but the ass that is just a big muscle gets armor. ya that makes sense. reminds me of woman warriors in video games.

if that horse is sprinting, good luck getting at its neck.

depends on the situation. some one attacking with a shotgun no problem axe or machete maybe harder but still doable. point is they covered the wrong part of the animal. i would imagine this horse is for crowd control so close quarters where a broken bottle to the jugular vein would be a major concern or rocks being tossed at it and the hole upper part of the neck is exposed .look at any real horse armor from days of hand to hand and the neck was always protected.

I think it's more for intimidation, but if used they'd be used like a cavalry. Getting a clean hit on a horse's neck is incredibly hard when they are being used like that. A shotgun might work... but this is tactical, you'd actually have to get on the side of the horse and get the shot off and you'd probably be in a crowd.... with a shotgun... have fun with that.

because the horse is going to be moving in pretty much a straight line. You have a much longer window to hit the horse in the ass than you do the neck? Idk lol
