It’s somewhat safer to say “single cell organisms,” which dominated earth for billions of years and are much of our crude oil. Plants make up the bulk of coal. The conditions at the time and the cellular structure of the organism help dictate the form taken by its left over hydrocarbons when it breaks down under heat and pressure over time. However- it is highly unlikely that absolutely no “complex organisms” were ever turned to “fossil fuel.” One can ask: If the car is mostly animal free but has leather seats- is it “vegan?” If the food was cooked in vegetable oil that had some animal oil mixed in- but you do t know how much- is it vegan? That’s a personal question, and the truth is that at some point, no one is 100% “vegan” by the strictest definition. The point is trying to be, up to the point you decide an animals suffering isn’t worth your own, and that point is different for each of us vegan or not.
