Tbh, it's generally natural instinct for people to look at each other (straight guys in particular tend to be drawn to look at women). There's a lot of important information our brains pick up that can tell us a dozen things about a person's health that we don't even necessarily register beyond our subconscious. And, for obvious reasons, we're more inclined to do it with people we find attractive.

A glance is usually instinctual, and I've never seen any reason to get worked up about it. It's when the stare lingers for like 4+ seconds. Which doesn't sound like a lot, but seriously, have someone stand in front of you and ask them to just stare at your crotch for awhile (for science!) While you try and talk to them. It quickly becomes awkward. And then there's the eye-contact that follows
