In utah they never let us out early less the pipes broke

Pipes broke or the buses couldn't make it to the school. Never had a snow day even with a foot of snowfall one night.

What would they do in cases of students not having internet or computers at home? Fail them?

I had a teacher in home ec fail a kid for not being able to afford the materials himself to sew pajama pants, so I wouldn't doubt that.
