It depends for me. Private seller or business is a big question. When a seller offers free shipping, a lot of the time they are just guessing. They may eat some cost or they may make some profit. A business and a private seller both selling a new item for the same price- I generally assume the business got it for cheaper than the private seller and is making a larger profit. They also tend to have negotiated shipping discounts. So if a business charges the $12.39 and offers free shipping- and a private seller is $10 with $2.39 shipping- I assume the business is making a “less honest” profit and the seller is just trying to break even or come as close as possible but knows that they likely won’t see it for more than I could get it from a warranty and fully backed retailer, so is taking a hit to match price- meaning they are honest and just trying to sell what they don’t want or need and not loose a ton of money doing it.
