It depends on where you apply though, and whether you use an online or handwritten application, or were registered previously or are a current student.
Some large tertiary institutions do require an application fee, I actually forgot about that since I just went from undergraduate directly to postgraduate at the same varsity so I didn't have to to pay and forgot about it altogether.

Grad applications are also quite a bit cheaper here, like R100 (which is about $7).
