The boots they use here often clamp to the hub assembly. You’d have to remove the entire strut, spring, steering knuckle, brake disk and caliper, axle (if FWD/4WD) etc. it CAN be done- but even if it’s not, in most US territories it is a serious crime to subvert a boot or move a vehicle with a boot on it (that includes if you tow it etc.) and since they know there is a boot on the car, and it likely got the boot from a traffic patrol spotting it, a traffic patrol will come through and very likely notice that the car isn’t there, and the police will come to speak to the registered owner, and investigate until they find out where the car is, who has it, and who moved it. Not worth it. You go to jail, the car likely gets impounded and auctioned, and if the sale price doesn’t cover the impound, boot fees, and original fines plus all accrued penalties, you’ll still owe the money and have no car. If you can’t pay the fines- see a judge, seek amnesty or a payment plan.
