The video is real, the story behind it is likely not. It's been around for awhile and apparently the claim behind the shaving varied from:
-punishment for bullying a bald cancer patient
-punishment for posting naked pictures on facebook
-punishment for having premarital sex

The second two stories far outdate the cancer one it seems
