It is actually experienced when flying late afternoons / evening in the lower attitudes ( about 1000 - 3000 ft) attitudes that it is hotter due to the warm air rising. On the surface ( in winter time) it could be 15 degrees C, but in the air it is 35 degrees C.

Yes. And it can be rather complex. Ambient temperature is generally air temp, combined with factors effecting evaporative and radiative cooling like “wind chill” and humidity can effectively raise or lower or “feel” such. Thinner air like at high altitude doesn’t can’t hold as much heat. Blah blah bunch of other stuff etc I’m hungry. Lunch time.
