This is "god mode" or "master control panel" also known as "all task" and should work on win Vista/7/8/10, you can read more here: thewindowsclub . com/create-master-control-panel-god-mode-windows

Yes, you should only do this if you are somewhat adept with computers. If you can’t run cmd and type in a command (if you read that and don’t know what I said), then you shouldn’t do this.
