The plural form cows is sometimes used colloquially to refer to both sexes collectively (cows can be good boys too), if you use the singular, cow, which technically means the female, no, a cow can't be a good boy, but she can definitely be a good girl.
The male, being a bull, can be a good boy
I believe the classification goes further still. A bull being a fertile male while a steer being a neutered male, and a cow being a fertile female while a heifer is an infertile female.

You're mostly correct, a heifer is a female that has not had any offspring, and young neutered males, which are primarily raised for beef, are called steers or bullocks, whereas adult neutered males, which are usually used for draft purposes, are known as oxen
