Not exactly true. Perhaps they mean “only wealthy developed nation...?” But how do we want to define “mass shooting?” Is it when a citizen, without authorization of a recognized government, kills at least 5 people in an incident involving guns? Something like that? Because what separates a “mass shooting” then from the “terrorists” “freedom fighters” and others involved in militia or vigilante actions around the globe? When they shot and killed so many in Bosnia and Kosovo and left them in mass graves- was that genocide also “mass shooting?”

Is the line that if one does it for political ideology it isn’t a “mass shooting” but is terrorism? If so- we may have to reclassify many of these “mass shootings” as terrorism. Is it only a “mass shooting” if it’s for revenge or no discernible reason? In Europe, when a couple guys shoot up a concert with military riffles it’s terrorism, in the US, it’s a mass shooting. So maybe it’s marketing? It seems that when “mass shooting” occurs in Eastern Europe it’s called “civil war” or “rebellion” or... “Russian security matters.” So perhaps it’s because there’s only one country we choose to call it mass shooting when a bunch of people get shot at once?
