Jameson's never been an outright bad guy, as far as I've seen. He doesn't trust masked vigilantes, hardly unreasonable. And he's taken care of his people. Even Parker, who has a terrible work ethic and can't bother to show up half the time. Hell, the guy follows the Webbed Menace all over the place but can't ever seem to catch the crook in the act. I'd almost think he's trying to make that outlaw look like a hero.
