The actual plan was to benefit from Trump's tax cuts for the rich. While the taxes for poor people will actually rise over a longer period, the cuts for insanely rich people will keep on benefitting them.

It's not a loophole, it's a break or an incentive. Don't like it? Don't use it, and write to your representative.
