In fairness- there’s “Travel” and there is “travel.” Travel is for the well off. travel is something that can be done by those without money. It might not be a sunny beach in a tourist hot spot- and it may involve hot hiking and risking murder or being human trafficked. Breaking some laws and getting your meals from the trash and begging. Wandering town to town as you are forced out. And if you’re REALLY impoverished- you still may travel. You may not have a choice. Usually these aren’t called “travelers” though- often they are called migrants. They may walk the length of a continent- something starry eyed upper middle class college kids dream of. But for most who have to do it- it isn’t a dream. The dream is hopefully in the place they are going. Some folks call them dreamers.

So if those folks can cross continents on foot- anyone technically can travel. It’s just if you want cute touristy leisure, to see the nicest side of places and to have some reasonable assurances you might not die or never make it back where you were going... then yeah. Money tends to be a pre requisite unless you’re ok spending all your money on travel instead of other things. If travel is your life.
