This has happened on more than one occasion. I found at least two separate incidents where it was too cold in Calgary for the penguins to be allowed out.

The logic:
There are a few species of penguin at this zoo. The King penguins are the ones the zookeepers take out for a daily "penguin walk." They are native to SUB-antarctic islands, and, while their species can survive decently chilly weather, the zookeepers say that these are captive birds, not wild, so for safety reasons they set a limit on the temperature the penguin are allowed to be exposed to (-25 degrees Celsius).

On one of the incidents it had been -28 degrees for several days, and, with the wind chill, it was closer to -40 degrees celcius
