Neither, it's pawing.. which would be sharpening claws had claws been present. It's a reflexive action and it means they at least trust the other cat getting pawed enough to paw at them. Usually this is a mother/son or mother/daughter relationship and the mother is just so much thicker the claws themselves are but scratches.

You can replace pawing with kneading and you still get the same idea.
