Population decline is actually a serious problem facing many countries- especially since the modern economy is based on roughly doubling the population size by generation in order to support systems of economic function and especially support aging workers leaving the work force. While countries could incentivize child bearing- that solution has historically had its perils and usually- long term leads to worse problems as the national populations stabilize but overall global population booms, straining existing resources and infrastructure while tending to decrease available resources and opportunity in less developed nations.

A worsening of quality of life in these countries and the almost pre requisite unilateral exchanges required to continue to support a growing population at an existing standard of living often cause civil and foreign unrest. A lack of opportunity, poor standard of living, and a perception of inequity and exploitation often fuel terrorism.

While you do see “middle class” and above terrorists- by and large your recruiting pool is going to be the disenfranchised. Plainly put- it’s a lot harder to get a person who feels like they have a voice and are valued by society, who has career prospects and is living well and has opportunity to advance and reach larger goals- to blow themselves up or risk death or imprisonment of a serious nature.

By that token there is in theory an argument that simply integrating people and opening up doors- reallocating the resources and lessening the burden overall or strain on over taxed locations COULD solve many problems at once. That said- cultural assimilation and such is its own problem.
