I don't think that white people should ever be allowed to use that word. It carries so much suffering with it that you simply can't use it. However, I think that black people are allowed to reclaim that derogatory term to reassert and empower itself. It can show how they are stronger than the word and are desensitizing the word to an in-group member. But if they try to desensitize a non-group member to the word it's almost as if they are desensitizing them to the history of the injustice carried by the word.
