I'm sorry for ruining this *very real* story but isn't it the responsibility of the owner of the car to have the booster seat? You wouldn't fine a kid for not being in a booster seat, you'd fine the parents for not having one in the car. Sure it's different with a date but I mean c'mon is she supposed to carry it around with her everywhere she goes or what?
