My brother was a construction worker he mostly did welding and roof work.
But he had a deal where he got like I think it was 6% of the money from the job as well as paid an Annual salary. So some months he work little to nothing and some he was worked over time but still got paid the same amount. It was that percent that made the extra work worth it.
I feel like the joke is supposed to be that there's guaranteed work for them to be doing. Yeah, the company owners are getting most of the $, but with large portions of the city destroyed, there's less chance of random layoffs because all hands are needed. So the workers know there'll be work to do for a while.
