Didn't the Japanese army try and fought a undeclared war (Mongolia, or east USSR?) for a short while, and got the shit beat out of them for their trouble? my understanding that this defeat is why the navy became the favored child of the Japanese military.

Pretty much. Plus, when Japan attacked Pearl Harbor, Hitler celebrated because he thought that this would prompt the US to go after Japan instead of coming to Europe.
