Technically isn't selling drugs a pyramid scheme? You've got the guy at the top who makes/refines the drugs who then sells it to his main distributors. Those guys then take huge amounts of the drugs across countries and sell it to local drug lords. The local lords sell the drugs to various local dealers scattered across the city. Then the dealers sell to the local addicts, who may or may not try to sell to their friends.
