Weed is a bronchodilator and encourages coughing; to get stoned for hours you only need a a half gram to a gram, if that. Cigarettes are bronchoconstrictors, have additives, do not encourage coughing (and most have chemicals to make it seem a lot less harsh than it is, menthols especially), and are smoked by most smokers every hour, with a standard single cigarette containing 2grams of tobacco.
The tar that does form, is also different. Weed's tar is oily, so it doesn't get stuck easily along the alveoli, it just sorta slides off and back up when you cough. If you have hash oil you can do all the above with .005 grams of THC and burn hardly any plant matter at all; anywhere between 2% and .01% plant matter.
On top of all that, THC and nicotine each interact with your brain in very different ways, and one is far more toxic than the other. THC has an LD50 lower than water or caffeine.
