I thought that the drunk driving rate for teens was super high and they didn't know how to reduce it so they just raised the age limit?

Nope. Just idiots refusing to see the actual source of the actual problem leveraging unconstitutional Federal powers to force compliance. Now you have kids having their lives ruined for staying overnight at a friend's house and drinking, meanwhile just as many early 20's people are dying as teens were. Because now instead of 18 year old people going crazy with booze, you now have 21 year-olds going crazy with booze.

I remember watching a video that said originally every state had it's own age limit and many teens that live on the border of high age limit states would drive to low age limit states to drink, but when they drove back, they would be driving on alcohol. So they just standardised the whole thing.

Of course that's how they framed it. Just another moral panic they milked to further expand their illegitimate authorities.
