Ahahaha this really reminds me of the Tropico games. They're basically city builders where you play as the dictator of a small Latin American island. You can have free elections, cheated elections, or none at all! Really fun, if you're into city builders I can recommend this one. And the soundtrack absolutely slaps. The fourth one is imo the best one.
