23 is a lot. I would have started keeping them, too.. Stop throwing things into my yard! Neighbor didn't "refuse to send it back". You refused to have good manners by sending at least 23 balls out of your area in such a way that you couldn't retrieve it yourself. You clearly have no idea YTA.
