that's Istanbul, Turkey, been there, lots of stray cats and dogs, they are actually neutered by the city so they don't breed more, but they're not impounded or put down.

The stray cats were my favorite part of Istanbul. And I saw several shops that put out food for stray dogs and a Starbucks even had a dog bed for them to lay in :)
