Russia: adding windows safety would be a political issue because “accidents” are a key part of politics.
Europe: adding window safety would be a political issue because it changes the aesthetic of old buildings and might be seen as an unnecessary measure if people exercise common sense.
America: adding window safety would be a political issue because it would somehow be a form of micro aggression or disproportionately effect some group or be labeled as some sort of liberal ploy and an affront to constitutional rights.
So I guess while we are all different we do perhaps share some similarities.
