If this makes sense: Technically he is and isn't a 90's kid if he was born on December 31st, 1999 at 11:59 am. He would've been born in the 90s but wouldn't have experienced it. BOOM

He would have experienced it wether it was the last minute, second, millisecond, hour, whatever. You cant say he didn't experience it if he was still born in that time. So DOUBLE BOOM.

Technically if they are born on Dec 31 1999 at at least 11:59PM or before, they are.
