I mean… yes and no. The atomic bomb was a big project, and many people made critical contributions but there are still a handful of people who had some very central role. The president made the order but advisors and such were involved. Certain members of the military chose the targets. Obviously the crews on the planes that actually… dropped the bombs… actually dropped the bombs because they could have refused to do it, or even taken the bombs and defected to a foreign power etc. Let’s not forget those in the Japanese leadership who were warned what would happen and even without atomic bombs should have seen the writing on the walls and could have spared so many lives and so much suffering.

So there are a lot of people who could choose to feel guilt, or purpose, from the dripping of the atomic bombs. The ultimate decisions were made on the planes carrying the bombs. One car argue that their refusal didn’t matter as a someone else would be sent later and the refusing parties except the president couldn’t have stopped it or made it happen on their own. Not entirely true. It becomes speculative but anyone who participated could choose to feel guilt, though RO did maybe seem to sell his part in things pretty strongly.
