Go to police. File animal cruelty charges and provide description of teenagers. You'll feel better. If the police do get dicey about the situation, you can leave; there's no accusers. At the end of the day, you could be making up hitting some unknown teenagers as some weird needing attention thing. I mean. The police expect the public to be insane just like any other civil servants that deal with The Public.
If the teenagers/their parents did file charges against unknown assailant, you have brought the reason why and counter charges. Take pics of dog. If there's a civil suit, you'll want more than theoretical "they hurt a dog". If their parents are that type of enabling, they will be getting pics themselves of the kids' injuries.
I'm a big advocate of the rule of law but also of don't-start-none-won't-be-none. Fear is an unnecessary emotion at this point in the situation. If it's not falling away, you can shed it through further considered action that is legal.
