Actually a little cooler than a simple lightning rod... When the conditions are right, (eg, threatening storm.) they shoot a sounding rocket into the clouds that is either: 1) trailing an ultra-fine wire or 2) has a specially mixed propellent that makes the exhaust conductive in order to coax the lightning to strike in a specific spot with repeatability. This is done for various lightning research purposes including high energy particle physics.
