Most of them actually do have seat belts, but they are under the seats and are made to cover the entire bench and force the kids together. Also they don't think it is important to tell people about where the seat belts are.
Here's what I was told:
On a bus, seat belts would do more harm than good because they'd cut into you in a sudden deceleration (no idea why). The back of the front seat is supposed to be padded to make up for the lack of the seat belt.
Now as can be seen here, a padded seat doesn't help in this situation (and several others I can think of). As we all have probably discovered, the back of the seats are in fact not very padded at all.
I remember someone told me one time that they don't have seat belts in case of an accident and there's a fire and they get jammed and I thought, "What a load of bullshit." I think I was in third grade.
