Actually its bad when a car doesnt make any noise, cause pedestrians wont hear it when they cross the street

Pedestrians are oblivious most of the time, anyway. Especially near a mall, adult school or college. On the other hand, I have no problem hearing hybrids (mostly the tire/road noise), and there are a ton of them here in CA.

A lot of electric cars actually play fake car noises over the speakers because the people driving them said it didn't feel right without it.

That's cute. You know what does go vroom? The XF diesel Jaguar. With a peak of 67 MPG highway, it's not even a hybrid.
