Well, I think kittens would be fine since cats are generally easy to take care of (just ignore the additional costs of feeding them and vet visits and such), but dogs have to be walked all the time and are a lot more dependent on attention than cats, so they'd be more difficult.

Well I consider them gifts if the person specifically said they wanted a puppy or kitten for their birthday or for Christmas

For Christmas last year I got a guinea pig and I said I wanted one because mine died a couple months before Christmas and I was so happy I cried when I got her for Christmas (she's even on me right now)
